經濟部水利署繼5/14黃蜂颱風視訊會議，5/21再次召開防汛整備視訊會議後，第七河川局針對屏東地區常淹水區進行抽水機預佈檢討，盤點轄區防汛整備情形，立即啟動3台移動式抽水機整裝待命完成，隨時可出發進行淹水地區抽水作業。受到滯留鋒面影響，高屏地區5/21天氣轉趨不穩定，根據中央氣象局天氣預測，5/21下午開始，西南風會逐漸增強，降雨強度及範圍也逐漸增加，到5/22一整天，西南風轉變成西南氣流，高屏地區出現降雨機率增高，南部地區甚至會出現豪雨以上等級的降雨發生。
第七河川局於屏東縣已完成林邊、佳冬、枋寮、南州及東港抽水機預佈完成，共115台，該局搶險開口契約有7件廠商，已完成整備，隨時可投入救災搶險；在建工程廠商也成立搶險隊21隊，以確保在建工程無防汛缺口且安全無虞。
第七河川局李宗恩局長表示，目前七河局針對智慧型防災技術，每次颱風豪雨，根據經濟部水利署水利規劃試驗所提供的3小時淹水模擬資料，第七河川局再將結合淹水感知器及定量降雨預報資料，進行高屏溪及東港溪流洪水模擬，並進行洪水預警資料研判，讓移動式抽水機組能夠靈活調度及預佈，亦隨時注意轄區積淹水資訊，減少淹水機率。未來三天降雨可能會集中在高屏地區，呼籲民眾遠離河川，避免接近河川，以確保安全。
