南投縣109年社區治安研習觀摩10日在榮獲全國治安標竿社區的埔里鎮慈恩社區舉行，全縣治安營造社區協會、村里、守望相助隊幹部及警政、消防、社政承辦人員及義警、義交、義消、民防多達170多人參加，透過上課、座談及社區實務操作簡報演示，交流提升犯罪預防、家暴防範及防救災各方面的知識與經驗。
觀摩活動由慈恩社區協會理事長陳炫魁主持，包括縣府祕書長洪瑞智、縣議員葉仁創、副議長潘一全主任黃銘輝、立委馬文君祕書袁國盛、立委許淑華副主任陳易呈、鎮代潘萬福、曾秀月及縣警局副局長陳世寶、埔里分局長方秋梅都出席開幕式。
代表縣長林明溱與會的縣府祕書長洪瑞智，首先頒發109年內政部全國治安標竿社區獎座，給慈恩社區理事長陳炫魁，接著也頒獎表揚108年治安評鑑績優社區，獲獎的依序為埔里慈恩守望相助隊、南投市營南守望相助隊、鹿谷鄉彰雅社區發展協會、南投市大埤社區守望相助隊、名間鄉竹圍村守望相助隊。
洪祕書長指出，慈恩社區榮獲全國治安標竿社區大獎，原本應北上內政部接受表揚，考量防疫安全，才由縣府代表轉頒並表揚，慈恩社區民眾向心力十足，多年來在社區協會、守望相助隊的組織訓練下自動自發投入維護自家社區治安、防災守望甚至家暴防範、婦幼安全維護、高風險家庭通報等等各方面都表現優異，這次承辦全縣社區治安觀摩足堪表率。
洪祕書長表示，「警力有限、民力無窮」，有了守望相助隊員及義警、義交、義消、民防、警察志工、鳳凰志工的奉獻付出，靠著他們平時在忙於自己的工作之餘，還經常犠牲下班後的時間，協助維護社區治安、交通等工作，但因為如此，政府部門努力在各鄉鎮市社區治安交通維護、防災及社區安全網的建構，才能事半功倍，所有志工們的辛苦絕對值得縣府及縣民大眾的肯定。
