【南北傳媒新聞網/記者韋三元 /臺南採訪報導】全世界新冠肺炎疫情持續延燒，台灣抗疫有成，《遠見》雜誌公布臺南市長黃偉哲擁有高達82.1%的防疫滿意度，從春節結束，疫情爆發初期，黃市長就要求市府各局處務必做到超前部署，不但防疫要做到滴水不漏，更要市府同仁苦民所苦，看見問題，解決問題。除了邀集全久榮、坤展、天乾等地方企業組成「國家酒精隊」，擴增防疫酒精產量。更在清明連假中南部景點湧現觀光人潮、擔憂變成防疫破口的情況下，出動無人機到夜市進行空中廣播，宣戴口罩、手部消毒、維持社交距離等觀念。為了不讓疫情打擊地方經濟，他更多次在社群平台發聲、推銷台南特產，鼓勵大家用網購搶救被衝擊的產業。
為協助受肺炎疫情影響，致減班休息或失業的勞工朋友就業，臺南市政府率六都之先推動「防疫安心上工計畫」，共200個職缺。
首波受創最嚴重的就是旅遊業，在黃市長與安心上工人員的早餐會談過程中，一位雙語國際領隊引起黃市長的注意。林志鴻先生主要服務日本線和特殊線，日本線在喜鴻旅行社，特殊線則在佳繽旅行社。以中高端客群為主要對象的他，服務過許多知名人士與國際社團，並曾偕同高雄市陳菊市長與高雄市政府觀光局於2013年7月初前往日本神戶郵輪參訪。
服務的旅行社主要位於台北，但這次因疫情關係，工作停擺，回到故鄉臺南與家人同聚時，剛好發現此次的台南市防疫安心上工計畫。林志鴻表示，臺南市防疫安心上工計畫是全台灣施行最早且最快的城市。目前的工作內容是在聯合服務中心接聽觀光旅遊業紓困專線，剛好讓自己得以發揮所長。林志鴻進一步指出，臺南市的安心上工計畫很棒，在紓困的同時更能以同理心針對申請者的專長，提供從業人員選擇的彈性，真的很感謝市長提供這樣的機會。
黃偉哲市長強調，全世界在此時遭逢疫情的考驗，身為臺南市長，有義務更有責任帶領市民走過這一段艱困的日子，但相信黑暗總會過去，黎明一定會到來。看見林志鴻先生這麼優秀的人才能參與臺南市防疫安心上工計畫，心中百感交集，將努力不懈，繼續帶領市府團隊更為積極，守護臺灣，守護臺南。
