「要一小塊、給一大『拖拉庫』」 。縣長林明溱14日會勘竹山、鹿谷兩鄉鎮6條待修道路，其中，竹山鎮中崎里中和路臨集山路的路口危險一案，原本地方爭取不到20萬元只求改善路口鋪面，林縣長見有必要，一口氣同意砸400萬元，徹底改善集山路到南雲交流道間整條的中和路，將儘速刨除老舊破損路面全線重新封層。
林縣長指出，中崎里連接中和里的投47之1線中和路，已經十多年未曾重鋪路面，除了中和、集山路口附近的鋪面粉化碎石散布，大小車輛行經容易打滑發生危，其實整條1公里多的中和路，從集山路連通南雲交流道，通行人車眾多卻早已年久失修坑坑洞洞崎嶇不平。
林縣長說，他聽取中崎里長陳福霖等地方民眾心聲，再實地勘查後，確認有必要，就要求工務處取消地方爭取的18萬多元路口鋪面改善工程，另行重新測設一次性全線刨除舊鋪面重新封層及劃設標線，雖然估計要花費400萬元，但能徹底解決這麼重要的交通問題，經費雖龐大也是花在刀口上，而且這樣才能立竿見影發揮最大效果。
14日的會勘包括縣議員吳瑞芳、蔡孟娥、黃東灝、張嘉哲、縣議員游顥主任石智伯也到場關心並提出建議，竹山鎮中央里長莊錦川、中崎里長陳福霖、大鞍里長范梓鍊等多名村里長也都陪同。
除了中和路全線改善工程，林縣長也實地徒步履勘路面破損的竹山鎮中央里中央巷老舊巷弄，林縣長面對數十名聞訊趕來的里民，當場簽核近30萬元經費，同意改善長160公尺、寬3公尺的中央巷鋪面；此外，鯉魚里牛姆坪農路路面損壞，林縣長也同意改善長約80公尺寬3.5公尺的路段，將花費約30萬元；大鞍里坪林段農路及番子田頂城巷，也獲林縣長簽核改善分別有長160公尺寬3公尺、長300公尺寬3.5公尺的路面，兩條改善工程花費超過150萬元。
最後，林縣長轉往鹿谷鄉竹林村大崙尾農路勘查，發現路面受損嚴重龜裂路基淘空，上邊坡也崩塌，再不迅速整修恐怕有路斷之虞，林縣長當場和工程人員商討，決定優先增設50公尺擋土牆穩固路基及邊坡，同時重新鋪設90公尺長混凝土路面，徹底加固減災並恢復農路通行安全。
