財政部109年統一發票盃路跑活動臺中場，於8月24日在臺中市政府舉辦造勢記者會，歡迎民眾於9月13日路跑活動當天攜家帶眷在享譽國際的高美濕地旁，沿著壯觀的風車大道一起跟著風車跑。
本活動由財政部及臺灣中小企業銀行股份有限公司共同主辦，財政部中區國稅局、臺中市政府及臺灣港務股份有限公司臺中港務分公司等合辦。造勢記者會由臺灣企銀總經理張志堅、財政部中區國稅局局長吳蓮英、臺中市政府運動局副局長鄭隆為及臺灣港務股份有限公司臺中港務分公司主任秘書王國瑛共同進行造勢儀式，宣告路跑活動即將登場。
活動將於9月13日(星期日)早上7時在風車大道18號風車廣場起跑，預計名額9,000人，其中網路報名8,000人，活動當日另開放1,000人現場報名，只要捐出109年7-8月或9-10月統一發票（含雲端發票）3張即可免費報名，跑完全程者即可獲得運動頭巾、飲料、餅乾及摺疊購物袋等完跑禮。主辦單位也在活動會場及賽道折返點打造動心牆及沁夏童心園等打卡點，現場只要拍照打卡並出示統一發票兌獎APP下載畫面，就可以兌換台電冰棒1支喔！
另外為鼓勵民眾使用載具儲存雲端發票及使用行動支付消費，現場也結合知名商家，提供「行動支付最速Pay活動」，只要行動支付10元並以載具儲存雲端發票，就可購得超值飲品及點心，現場也有「振興消費掃好康」活動，民眾掃碼即可獲得商家優惠折扣券，藉由人潮帶動區域消費，以提振經濟。此外，主辦單位加碼準備Panasonic 55吋液晶電視、Panasonic智慧型機器人吸塵器及美國旅行者25吋行李箱等共265個摸彩獎項，期待參與民眾滿載而歸。
中區國稅局表示，活動當天現場設有20多個宣導攤位，請民眾多攜帶發票參加，不僅可以捐發票兌換宣導品，更可發揮愛心。本場活動所募集的發票將全數捐贈給「財團法人天主教會新竹教區附設苗栗縣私立聖家啟智中心」、「臺中市山海屯國際生命線協會」、「社團法人台灣福氣社區關懷協會」、「社團法人彰化縣愛鄰社會福利協會」、「社團法人南投縣康復之友協會」、「財團法人雲林縣雲萱基金會」等6家中部地區社福團體，一方面藉由發票的募集發揮愛心做公益，另一方面宣導民眾消費索取統一發票的正確觀念。
