縣長林明溱20日下午在縣府7樓圃際會議廳主持109年第1次員工月會，以「南投-健康•快樂•幸福的城市」為題進行專題演講，分享家庭幸福和睦之道，並期勉同仁以清廉、熱誠、主動及同理心，推動縣政，服務民眾，認真為縣民謀稫祉，打造本縣成為更健康、快樂丶幸福的宜居城市。林縣長也宣布，10月份將舉辦員工自强活動，帶領員工到信義鄉雙龍村的七彩吊穚及天使步道走走，感受縣政成果。
林縣長表示，今年因應防疫，縣府同仁全力投入防疫工作，為維護縣民健康盡心盡力，並順利完成萬人泳渡、南投國際茶業博覽會等大型活動，特藉員工月會嘉勉同仁辛勞，也希望同仁在崗位執行業務時，要為民眾考慮，以縣民福祉為考量，以清廉、熱誠提供優質的服務，幫忙民眾解決問題，如果同樣案件有許多民眾因法令過時、或不周全遭遇困難，也要適時向中央反映，透過修法解決民眾問題。6年來縣府同仁在堅守岡位，盡忠職守，常常忽略自身的困難，如果遇到家庭突遭困難，需要協助時，希望同仁能主動反映，一定會全謝協助同仁度過難關。
林縣長也細數近年來的重大縣政成果，他指出，除推動4大工業區及埔里福興溫泉區等招商引資，創造就業機會外，七彩吊橋開放迄今入園人數已逾15萬人次，大大助益信義、水里經濟發展，縣府也正籌措5干萬經費，興建緩坡步道改善入園路況，更友善長者、孩童及身心障礙民眾，吸引更多民眾前來遊賞。清境高空步觀景道?放後，不僅改善遊客與車輛爭道的危險情形，也讓民眾能盡情享受清境地區天際線之美，遊憩更優質，迄今步道收益將近1億元。瑞龍瀑布經縣府斥資改善完成後，遊客如織，但高低起伏的步道甚是不便，縣府也正籌措4千萬元經費規劃興建步道，讓遊園更友善舒適。許多家長反映南投縣沒有完善的親子遊憩場域，因此縣府在南投縣農產運銷公司旁利用舊有苗圃打造豬樂園，千萬遊樂設施搭配大草原、落雨松，將成為最受歡迎的親子網美勝地。目前九九峰和松柏嶺天空之星也積極規劃，九九峰將先推動道路、停車場等基礎建設，及興建氦氣球，讓遊客能俯瞰九九峰地景，松柏嶺天空之星經費約3億，也即將發包，完成後將成亮麗新地標。未來將持續打造更多亮點，為鄉親留下更多觀光資產，吸引更多遊客來旅遊消費。
會中林縣長也頒獎表揚「109年度模範公務員」、「108年度下半年服務態度考評成績優良」、「109年度上半年服務態度考評成績優良」、「本縣績優村里長」、「本縣109年績優村里趕市及績優民政人員」、「108年度戶政業務績效評鑑績優機關」、「109年績優戶政人員」、「109年志願服務戶政機關工作人員」等機關單位及個人，儀式簡單隆重。
