全台地方政府公共造產去年共創造盈餘13.1憶餘元，內政部20日特別在南投舉辦「109年度公共造產業務績優表揚曁觀摩會」，表揚績優的5個縣(市)政府及6個鄉鎮市公所，鼓勵地方持續納入公共造產永續經營理念，帶來地方繁榮，充裕地方自治財源。
108年公共造產事業工作競賽，分為觀光育樂、服務設施、殯葬設施、綜合發展及營運進步等5大類，推行公共造產工作成果績優獲獎單位1至5名分別為宜蘭縣、南投縣、嘉義縣、屏東縣、基隆市等5個縣(市)政府。
工作競賽績優獲獎機關在觀光育樂類第1名從缺、第2名為屏東縣枋山鄉公所，發給獎金90萬元；服務設施(含其他)類第1名從缺、第2名為宜蘭縣羅東鎮公所，發給獎金90萬元；殯葬設施類第1名為屏東縣內埔鄉公所，發給獎金100萬元、第2名為宜蘭縣壯圍鄉公所，發給獎金90萬元、第3名為嘉義縣新港鄉公所，發給獎金80萬元；綜合發展類第1名從缺、第2名為南投縣水里鄉公所，發給獎金90萬元；營運進步類從缺。
內政部次長陳宗彥說，地方自治的落實，須有健全的財政作為基礎，因此，地方政府須開拓自有財源，而公共造產就是鼓勵地方利用當地環境資源及特色，發揮創意，來從事各項經濟生產事業，創造地方財富，並將收益用來發展地方建設，是開創自治財源的重要途徑。針對競賽獎金以鄉鎮市為主表示，因鄉鎮市的財源籌措比較辛苦，而縣市政府財務空間相對寬鬆，可利用多方資源、機會開創自有財源。
縣府秘書長洪瑞智表示，縣府已連續2年獲得公共造產績效優異成績，除了有賴於縣府及各鄉鎮公所同仁的共同努力外，公共造產也是縣市政府或鄉鎮公所在開源上很好的途徑。南投縣的公共造產業務以骨灰骨骸存放設施為主，另外則是停車場、演藝中心、空中步道、觀光類及造林等，這些業務都能突顯縣內的農業與觀光特色優勢，希望在未來能夠獲得更優異的成績，也藉此開拓縣政財源，解決縣府財政拮据的狀況。
內政部表示，去年有14個縣(市)政府、88個郷鎮市公所積極推行公共造產事業，總收入23.49億餘元、盈餘13.1億餘元，解繳公庫8.14億餘元。在地方政府財政狀況普遍不佳下，公共造產創造盈餘，經營成績顯著。
